...and then uses it to play Codemaster’s F1 2013? No part of that makes sense!
(Disclaimer: Nothing against F1 2013, it’s an alright game, but a simulator it is NOT.)

Because someone who has the cash to spend $50,000 on a simulator rig probably already has all the cars they want, lol

The point of a simulator isn’t always just because you can’t afford the real thing. It may also be because you can’t afford to replace the real thing. I can someone with a few million getting a simulator so he can drive around on an F1 track, and if he crashes he just restarts and doesn’t have to replace an entire car.

Motion rigs are a gimmick. No one who is a competitive sim racer uses one. Heck, apparently many of the fastest drivers don’t even use force feedback on their wheels.

Well I have heard of many more who do use them to practice on new tracks they haven’t driven before.

If you mean real racing drivers using simulators To practice, then yes. But even the I don't think the motion device is of any benefit to the learning process.
I meant just sim-racers, no one who competes seriously uses one.

Well yeah, but that’s more because “Sim racers” are less about replicating reality and more about making things difficult/beating everyone else.
